The URSSAF of Bas-Rhin: a National Institution for employers who have no company based in France. Par arrêté du 29/09/2004, l’Urssaf du Bas-Rhin s'est vu confier la gestion d'un nouveau dispositif mis en place pour permettre aux employeurs qui n'ont pas d'établissement en France de déclarer leur entreprise et leurs salariés relevant du régime français de sécurité sociale. With a decree dating back from 29 September 2004, the URSSAF of Bas-Rhin was asked to manage a new system that enables the employers who have no company based in France to declare their firms and their employees to the French Social Security System. Ce dispositif prévoit que l'entreprise doit déclarer sa qualité d'employeur auprès de l'Urssaf du Bas-Rhin, qui se charge d'informer les différents organismes de sécurité sociale désignés et auprès desquels l'entreprise devra être immatriculée (assurance chômage, retraite complémentaire...).L'Urssaf du Bas-Rhin est le seul organisme national habilité pour recouvrer les cotisations et contributions sociales dues au régime général de la sécurité sociale. According to this new plan, the company has to declare itself as an employer to the URSSAF of Bas-Rhin. The URSSAF will be responsible to inform the various institutions with which the company has to be registered (for example, unemployment insurance, supplementary pension…). The URSSAF of Bas-Rhin is the only National Institution able to collect the subscriptions and social taxes due to the Social Security System. L'employeur peut désigner par convention écrite, un représentant en France, qui sera personnellement responsable de l'exécution de toutes les formalités Le représentant peut être le salarié lui-même. Faute de convention dûment établie, l'employeur est responsable de l'accomplissement des formalités et du paiement des cotisations sociales. The employer can appoint, with a written agreement, a representative in France who will be personally in charge of dealing with all procedures and with the payment of the social contributions too. - la déclaration unique d'embauche (DUE) (cette déclaration peut être effectuée sur www.net-entreprises.fr )
- la convention établie entre l'entreprise et le représentant en France s'il y a lieu In order to carry out those procedures, the company or its representative should give the URSSAF some documents: - The CERFA document available on http://www.net-entreprises.fr -The unique declaration of employment DUE (this declaration should be made on http://www.net.entreprises.fr) -The agreement made between the company and its representative.
